When Gian Rondon returned from a visit with his family in Peru, he was sent to an Arizona detention facility, where he remained for 18 months before all charges were dropped. ICE officials held him because of a marijuana-possession conviction when he was a teenager for which he served time in a county jail, although he had been a legal permanent resident for 18 years and was married to a U.S. citizen.
